What is the Australian Disability Dialogue?

The Australian Disability Dialogue has been established to provide a space for people with disability, organisations that provide services and broader allies in civil society to build a common purpose around the NDIS and beyond.

Our first project will focus on the future of disability housing with a view to establish agreed baseline facts and a set of anchor principles to generate bold new ideas to put before the upcoming NDIS Review.

Why Housing?

We know Australia is in the midst of a housing crisis. And for people with disability, the effects of this crisis are acute.

Many people with disability experience long-term housing insecurity, and have little to no choice about where they live, who they live with, and how they live.

The NDIS is reporting rising cost pressures on both the provision of housing (SDA) and the delivery of support services (SILS).

Understanding how these programs fit within the broader housing ecosystem is critical to ensuring they serve their purpose.

The Dialogue will consider a Discussion Paper by consultant Todd Winter, an academic who lives in SDA, that outlines the challenges behind the current system.

It will also be presented with a set of draft design principles which could help guide innovation projects.

Todd’s paper will be circulated one week prior to the Dialogues, which will be facilitated by disability advocate Elly Demarchellier.

Too often housing for people with disability is focused on separation rather than inclusion.

But we have a real opportunity to change this. A chance to ensure people with disability are given true choice and control over this fundamental human right - their home.

How will it work?

The Australian Disability Dialogue on housing will be anchored by a Discussion Paper by consultant Todd Winter. The discussion paper will:

  • outline the context and challenges the current system faces

  • develop a set of draft design principles which could help guide innovation projects

  • Set a series of Design Challenges to imagine better and more integrated ways for people with disability to live

The discussion paper will be circulated to everyone participating in the Dialogue one week prior to the consult, each of which will be facilitated by Elly Desmarchelier.

There will be three, virtual interactive consults, each with a key part of the sector:

  • Consult 1: People with disability

  • Consult 2: Disability service providers and housing providers

  • Consult 3: Allies of the sector, including academics and researchers

The three groups will then come together for a sector-wide consult where ideas will be challenged and pilots confirmed, forming the basis of the final Australian Disability Dialogue on Housing Report.

From there, we will launch the report at a public event. The final report will also be delivered into the hands of the NDIS Review.
